this tutorial is based on a Daily Creative Challenge by Voodoo Val on Behance
https://www.behance.net/live/videos/3407/Photoshop-Daily-Creative-Challenge-Designing-with-Shapes?tracking_source=to_replay

start with a square canvas

with the shape tool, make a shape of your choice
add shapes and arrange till you are happy
(holding shift while dragging to make shapes will create a perfect circle or square)
(hold shift and space bar will allow you to move the shape as you make it)

use free transform to size your shapes as needed
(hold shift to keep perspective)
make sure your guides are showing as you move the shape to make sure you are centering on the horizontal and vertical as needed
(this is under window-snap to)

create a group from your shape layers by selecting all of them and clicking the group icon at bottom of layer panel
then duplicate that group (cmd+J)
merge your new group (with the group layer selected cmd+E)

hide your original group layer, this is just a backup group in case you decide you want to change it

now add your picture and drag the picture layer to the top of layer stack
hide that layer and click on your shape layer
use magic wand tool (W) to select a portion of your shape

click back on your picture layer, unhide it, and click the layer mask icon at the bottom

select the picture on the layer, not the mask and click the little linking icon to unlink the picture from the mask. This will allow you to move the picture inside the masked area.
use the move tool (V) to move the picture

now repeat this process until you have filled all your shapes
cmd+J to duplicate your picture layer
delete the layer mask
hide the layer
click on shape layer
W for quick selection tool and select a part of shape
click on newest picture layer
unhide it
click add layer mask icon
with pic, not mask selected, unlink layer and mask
V to use move tool to move as you want

You can also duplicate your background pic and drag to bottom of the layer stack
then reduce the opacity
