Circular Color Wheel


started with an image


cut her out of the background with quick selection and quick mask
then put her on separate layer with mask


add a blank layer and put it between your 2 layers


with your top image selected
use single column marquee tool to select a line of your image
and use the rectangle marquee tool and while holding option select parts of the line you don't want included (I deleted from the selection the areas above her head and below her feet
   

then go to edit - copy
and with the middle blank layer selected
go to edit - paste
this will paste the single line you selected onto the blank layer

now free transform (cmd+T)
and hold down shift key as you drag out your selection


then with the middle layer selected
go to filter-distort-polar coordinates-rectangular to polar


now you can move resize as you want
you can also add a layer mask and erase parts of the circle for a more dramatic effect


another example where I did the same steps of cutting out the bird and masking, making a layer in between, selecting with the single line marquee tool and stretching out the selection
then I applied blur-motion blur. Then with middle layer selected, free transform to stretch to fit canvas, rotate 180 degrees. Then apply filter-distort-polar coordinates.
