use color range to select bright areas
choose highlights in drop down menu
decrease fuzziness all the way
selection preview to black matte
adj range till highlights selected
increase fuzziness to make transitions smoother
Cmd+J to put highlights on new layer
convert highlight layer to smart object
filter - blur - radial blur
zoom to 100% and put center to where the sun would be shining from
cmd+J to duplicate 4 or 5 times to increase intensity
to add some blur -
select all highlight layers and convert to smart object
filter - blur gallery - field blur
add point in middle of light source and set blur to 0
add a couple points on the outer edges of lights and set to 15 or so
change the blend mode of highlights layer to screen
create mask on highlight layer
and with soft large black low flow brush paint where you want to decrease effect
to add some color to light rays
add solid color adj layer and choose a color
and clip to highlight layer
to create some light spots on the surface of objects the light is falling on -

create new layer
make sure same color is selected that you used for light rays
paint on the areas you want to have light spots with flow at 30-40%
change blend mode to color dodge
dbl click to get layers styles and take slider of underlying layer to right and option click to break arrow and blend transition
adjust the fill of the layer as needed
add curves adj layer to add more light and drag middle up and then under blue channel take highlights down
fill the mask of this layer with black and paint with white in mask to add little spots of light where you want them
use layer styles drag shadow slider of underlying area to the right to take light away from the dark areas
to separate the light rays more
on mask of light spots paint with black and erase lines of the light of the spots to match the rays

to add specular highlights
on new layer add some spots of the same color add dots where you want
change blend mode to color dodge and in layer styles drag shadow slider to the right of underlying layer
